If you didn't read my email from 2 days ago it is at the bottom of this one.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Help for Orphans International has a volunteer named Jonathan on the ground in Haiti right now. He is a pilot, personally using his own plane. I hear directly from Jonathan everyday.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;He said there is a BIG need for morphine here in the hospitals (or at least oral narcotics). They are doing amputations without it. That might be the single most important item to distribute now. Apparently there are quantities in Port Au Prince but the army has taken over and distribution is very slow. Pass the word.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;As I mentioned before, Jonathan has this knowledge because he has the only small aircraft on the ground in Haiti right now, which is shuttling in supplies and help. Due to his tireless efforts he has been able to bring medical personnel, supplies, food, water and medication directly to the people who need it most. It is because of the money we raise that enables him to continue to pay for fuel and supplies.&lt;/div&gt;&lt;div&gt;                                                                 &lt;/div&gt;&lt;div&gt;I want you to think about this for a minute. Can you imagine if your child, your brother, or your grandchild was in severe pain for days on end, with no medical care? Can you imagine your child losing ALL the family they have ever known and left to fend for themselves on the streets, surrounded by decomposing bodies?  This is the situation for so many in Haiti. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;These children need our help.  I realize I may be sounding very dramatic here but this is the honest truth.  I need every one of you to understand and pass on how severely help is needed there.  Most of us, if not all, take for granted the food and water we have at our disposal. So many lives are being lost in Haiti – today - because they are lacking the simple essentials.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;So, please, give whatever you can. A few dollars from everyone reading this will make a huge difference. She has done a lot of work helping orphans in Kenya and is now solely focused on helping the orphans affected by the earthquake in Haiti.  &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;I don't like to spread bad news but we have a volunteer from our organization who's been on the ground there since over a week ago.  Words cannot describe the devastation that he has described to me.  Imagine a little child losing ALL their family, wounded, no place to live and with little food/water.  This is TRULY the situation.   &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Sarah and myself are going to Haiti in the next few days to raise awareness and to strategize HOW we are most effectively going to help.  We will also be purchasing food/formula/diapers in the Dominican Republic to bring to the most hard hit areas.  &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Our volunteer there named Jonathan flew his 4 seater aircraft 2000 miles from Sag Harbor, NY and is shuttling back and forth between neighboring areas bringing supplies and medical personnel to the most desperate areas.  Today he texted me that he was enroute to bring saws and morphine to a medical unit there. &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;The only way we can keep him doing this is to continue to send him funds.  &lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Do NOT think that they have ENOUGH help because they don't.  What we are doing IS making a difference!  Jonathan says that he has the only small aircraft shuttling that he has seen.  Additionally, because his aircraft is so small he has been cleared to land at Port au Prince airport.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;We can NOT continue to do what we're doing without more donations!  There's just NO way!  Sadly, the surrounding areas have taken advantage of this tragedy and the cost of fuel and food etc.. has skyrocketed! They also proposed banning "flash orders," which give some traders a split-second edge in buying or selling stocks.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;The changes, which are open to public comment for 60 days, could eventually be adopted by the agency, possibly with revisions.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;The credit rating industry was widely faulted for its role in the subprime mortgage debacle and the financial crisis. The five members of the Securities and Exchange Commission voted at a public meeting Thursday to propose rules that could reshape an industry dominated by three firms: Standard &amp;amp; Poor's, Moody's Investors Service and Fitch Ratings. Their practices would be opened wider to public view and subject to some restraints.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Regulators say they also hope to spur more competition in the rating industry, with possibly new entrants - as well as the other seven existing agencies — challenging the dominant firms. One of the SEC's proposals is intended to bar companies from "shopping" for favorable ratings of their securities, by requiring companies to disclose whether they had received preliminary ratings from other agencies.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Meanwhile, flash orders have become a hot-button issue in recent weeks amid questions about transparency and fairness on Wall Street. A flash order refers to certain members of exchanges - often large institutions - buying and selling information about ongoing stock trades milliseconds before that information is made public.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Nasdaq OMX Group Inc., which operates the Nasdaq Stock Market, and the BATS exchange have voluntarily stopped using flash orders, which made up an estimated 3 percent of stock trading. The New York Stock Exchange has never used them.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;In July, Sen. Charles Schumer, D-N.Y., had called on the SEC to ban flash orders, threatening legislation if it failed to act. "This proposal will once and for all get rid of flash trading, which if left untouched, could seriously undermine the fairness and transparency of our markets," Schumer said in a statement Thursday.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;The rating agencies are crucial financial gatekeepers, issuing ratings on the creditworthiness of public companies and securities. Their grades can be key factors in determining a company's ability to raise or borrow money, and at what cost which securities will be purchased by banks, mutual funds, state pension funds or local governments.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;But the rating agencies have been criticized for failing to identify risks in securities backed by subprime mortgages. They had to downgrade thousands of the securities last year as home-loan delinquencies soared and the value of those investments plummeted. The downgrades contributed to hundreds of billions in losses and writedowns at big banks and investment firms.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;In a rule that was formally adopted Thursday, the agencies will have to disclose the history of their ratings actions, which normally include reasons for them, back to mid-2007 — when the SEC gained authority to regulate the agencies by law.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Also, agencies that are paid by companies to rate complex securities - such as those underpinned by mortgages or student loans, as opposed to more traditional corporate or municipal bonds - must now notify the other agencies that it is in the process of determining the rating.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Under another proposed rule, the agencies would have to publicly disclose every entity that paid for a credit rating. They also would have to provide more information about income earned from companies they rate.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;"These proposals are needed because investors often consider ratings when evaluating whether to purchase or sell a particular security," SEC Chairman Mary Schapiro said before the vote. "That reliance did not serve them well over the last several years, and it is incumbent upon us to do all that we can to improve the reliability and integrity of the ratings process."&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;In California, Attorney General Jerry Brown launched an investigation into the three big credit rating agencies to determine what role they might have played in the collapse of the financial markets. Brown said he had subpoenaed the three firms to determine whether they violated state law in "recklessly giving stellar ratings to shaky assets."&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;In July, the California Public Employees' Retirement System sued the agencies, saying they had lured the fund into bad investments. The nation's largest public pension fund blames them for more than $1 billion in investment losses.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;The SEC commissioners took their action during a week when memories of the collapse of Lehman Brothers a year ago were fresh in Washington.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;"There is general consensus that the rating agencies contributed significantly to the damage and the widespread loss of confidence," said Commissioner Luis Aguilar.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;&lt;/div&gt;&lt;div&gt;Spokesmen for Standard &amp;amp; Poor's had no immediate comment. Representatives of Fitch and Moody's couldn't immediately be reached for comment. And for once, it was the housing market that sent stocks soaring. The S&amp;amp;P 500, considered Wall Street's most important indicator, bounded up 3.4 percent Monday and erased the last of its losses for 2009. And the Dow Jones industrials shot up more than 200 points and had their first finish above 8,400 since Jan. 13.&lt;br /&gt;&lt;br /&gt;Two months ago, an S&amp;amp;P 500 in positive ground would have seemed impossible, with the stock market having fallen to 12-year lows on fears of a worsening recession. Monday's rally was led by the same financial and housing stocks that were decimated by the credit crisis and the sinking economy, and it added more momentum to a stunning rally that began March 10.&lt;br /&gt;&lt;br /&gt;A double dose of good housing news ignited the advance: Pending U.S. home sales rose more than forecast and had their second straight monthly gain, while construction spending rose unexpectedly in March after five straight declines.&lt;br /&gt;&lt;br /&gt;With Monday's gain, the S&amp;amp;P has soared 34.1 percent in the 39 trading days since the rally began, its steepest gain over that many days since 1933. The Dow, meanwhile, is up 28.7 percent.&lt;br /&gt;&lt;br /&gt;Investors are betting that a stream of slowly improving data since early March mean that the economy, and Wall Street itself, have found a bottom. As they've kept buying, they've also overlooked reports, including millions of lost jobs, that point to continuing economic weakness.&lt;br /&gt;&lt;br /&gt;Still, as dramatic as the rally has been, no one is describing the market as euphoric, and analysts are warning that Wall Street might not be able to sustain its advance. Monday's gain came on moderate trading volume, a sign that some investors are still cautious.&lt;br /&gt;&lt;br /&gt;"The bear market may not be over," said David Kotok, chairman and chief investment officer of Cumberland Advisors. He pointed out that the real estate market is still weakening and banks are still taking losses on loans.&lt;br /&gt;&lt;br /&gt;"We have the makings of a 'V' or the first half of a 'W,' " Kotok said, referring to the shape of the stock market's path. "The upward leg looks the same ... Only time will tell."&lt;br /&gt;&lt;br /&gt;The S&amp;amp;P 500, the market barometer preferred by professional investors, is now up 0.4 percent for 2009. That matters not only for market watchers - many investments including mutual funds either mirror or are measured against the index. The Dow is still down 4 percent for the year.&lt;br /&gt;&lt;br /&gt;The S&amp;amp;P 500 index rose 29.72 Monday to 907.24, its first close above 900 since Jan. 8. It had shown a gain for the year only during the first five trading days of January, before the market began a huge drop that carried the S&amp;amp;P 500 and the Dow to their lowest levels since 1997.&lt;br /&gt;&lt;br /&gt;The Dow rose 214.33, or 2.6 percent, to 8,426.74.&lt;br /&gt;&lt;br /&gt;The Nasdaq composite index rose 44.36, or 2.6 percent, to 1,753.56. The Nasdaq, with a big representation of high-tech and smaller company stocks, has run ahead of the other indexes, and is up 11.8 percent in 2009.&lt;br /&gt;&lt;br /&gt;The rally came after the National Association of Realtors said its index of pending sales for previously occupied homes rose 3.2 percent to 84.6. That was well ahead of the 82.1 economists had been expecting and the second month of gains after the index hit a record low in January.&lt;br /&gt;&lt;br /&gt;Separately, the Commerce Department said construction spending rose 0.3 percent, the best showing since a similar increase last September. Economists surveyed by Thomson Reuters had expected spending to drop 1.5 percent.&lt;br /&gt;&lt;br /&gt;Jerry Webman, chief economist at Oppenheimer Funds Inc., said stocks are rallying because investors aren't fearful as they were months ago that the economy is headed for the abyss.&lt;br /&gt;&lt;br /&gt;"There's been this fear that every six months another shoe drops and maybe there isn't a shoe in mid-air right now," he said.&lt;br /&gt;&lt;br /&gt;The pending home sales data touched off a rally in home builder stocks. KBR Inc. rose $1.25, or 7.9 percent, to $17.15, while Lennar Corp. rose 88 cents, or 9.3 percent, to $10.34.&lt;br /&gt;&lt;br /&gt;The market's enthusiasm will be put to several tests this week including the April employment report, one of the most closely watched economic indicators, which comes out on Friday.&lt;br /&gt;&lt;br /&gt;Another concern for the market is the release Thursday of the results of the government's "stress tests" on the 19 largest U.S. financial companies. Some analysts have worried in recent weeks that renewed anxiety about the state of the financial system could upend the market's powerful two-month advance.&lt;br /&gt;&lt;br /&gt;But investors set aside some worries about financial companies even as analysts predict that the tests - designed to determine which banks would need more cash if the recession worsens - will show that several banks need more capital.&lt;br /&gt;&lt;br /&gt;The Financial Times reported Sunday that Citigroup Inc. and Bank of America Corp. are working on plans to raise more than $10 billion each as they negotiate with regulators over the findings of the stress tests.&lt;br /&gt;&lt;br /&gt;Citigroup declined to comment, and a Bank of America spokesman called the report "completely inaccurate." Citi rose 23 cents, or 7.7 percent, to $3.20, while Bank of America jumped $1.68, or 19.3 percent, to $10.38.&lt;br /&gt;&lt;br /&gt;Investors shrugged off word that regulators told Wells Fargo &amp;amp; Co. to shore up its finances after the "stress tests" showed the bank would have trouble surviving a deeper recession.&lt;br /&gt;&lt;br /&gt;Wells Fargo is one of several banks regulators will force to have larger capital buffers to protect them against possible future losses, according to two people familiar with the matter who spoke to The Associated Press on condition of anonymity because of the sensitivity of the process. The company declined to comment.&lt;br /&gt;&lt;br /&gt;Wells Fargo rose $4.64, or 23.7 percent, to $24.25.&lt;br /&gt;&lt;br /&gt;In other trading, the Russell 2000 index of smaller companies rose 19.84, or 4.1 percent, to 506.82.&lt;br /&gt;&lt;br /&gt;About five stocks rose for every one that fell on the New York Stock Exchange, where consolidated volume came to 6.9 billion shares compared with 5.2 billion shares traded Friday.&lt;br /&gt;&lt;br /&gt;The economic reports and a big purchase of government debt by the Federal Reserve left bonds little changed. The yield on the benchmark 10-year Treasury note slipped to 3.16 percent from 3.17 percent late Friday.&lt;br /&gt;&lt;br /&gt;The dollar was mixed against other major currencies, while gold prices rose.&lt;br /&gt;&lt;br /&gt;Light, sweet crude rose $1.27 to settle at $54.47 on the New York Mercantile Exchange.&lt;br /&gt;&lt;br /&gt;Overseas, Germany's DAX rose 2.8 percent and France's CAC-40 gained 2.5 percent. As a child, one of his first jobs was delivering newspapers. An Omaha newspaper Berkshire owned, Sun Newspapers, won a Pulitzer Prize in 1973 based in part on a tip Mr. Buffett provided. One of Berkshire's biggest investments in the 1970s was the Buffalo News, which it still owns.&lt;br /&gt;&lt;br /&gt;But his view on the future of the newspaper industry is dismal. "For most newspapers in the United States, we would not buy them at any price," he said. "They have the possibility of going to just unending losses."&lt;br /&gt;&lt;br /&gt;As long as newspapers were essential to readers, they were essential to advertisers, he said. But news is now available in many other venues, he said.&lt;br /&gt;&lt;br /&gt;Berkshire has a substantial investment in Washington Post Co. He said the company has a solid cable business, a good reason to hold on to it, but its newspaper business is in trouble.&lt;br /&gt;&lt;br /&gt;Mr. Munger called newspapers' woes "a national tragedy....These monopoly daily newspapers have been an important sinew to our civilization, they kept government more honest than they would otherwise be."&lt;br /&gt;&lt;br /&gt;A Washington Post Co. representative couldn't be reached for comment.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Mr. Buffett on Insurance&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;In response to a question about the worst possible development for Berkshire Hathaway's vast insurance operations, Mr. Buffett responded: nationalization.&lt;br /&gt;&lt;br /&gt;If inflation jumped and insurance policies became extremely expensive, pressure could rise on the government to nationalize the insurance industry, he said. "When people get outraged, politicians respond," Mr. Buffett said. It's highly unlikely that such a development would happen, he added. But he did note the example of Social Security, which is a form of a nationalized annuity.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Mr. Buffett on Housing&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;"In the last few months you've seen a real pickup in activity although at much lower prices," Mr. Buffett said, citing data from Berkshire's real-estate brokerage business, HomeServices of America Inc., which is one of the largest in the U.S.&lt;br /&gt;&lt;br /&gt;In California, medium and lower-price homes -- under $750,000 -- have been selling more, though there hasn't been a bounce back in sale prices, Mr. Buffett said. "We see something close to stability at these much-reduced prices in the medium to lower part of the market."&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Mr. Buffett on Moody's&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Mr. Buffett was asked about Moody's Investors Service, which gave a triple-A rating to billions of dollars of mortgage securities that subsequently lost value. Berkshire has a 20.4% stake in the company.&lt;br /&gt;&lt;br /&gt;"Basically, four or five years ago, virtually everybody in the country had this model in their heads, formal or otherwise, that house prices could not fall significantly," Mr. Buffett said. He later added that "it was stupidity and the fact that everyone else was doing it."&lt;br /&gt;&lt;br /&gt;He said that if Moody's had started to take a negative view on residential real estate, the ratings provider would have been hauled before Congress to testify about why it was hurting the U.S. economy with its bearish ratings. "They made a huge mistake, and the American people made a huge mistake," he said.&lt;br /&gt;&lt;br /&gt;A Moody's representative couldn't be reached for comment.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Mr. Buffett on Treasurys&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Berkshire Hathaway had only one slide at this year's annual meeting. It displayed a Dec. 19 trade ticket showing a Berkshire sale of $5 million of Treasury bills. They were coming due on April 29 this year, roughly four months after Berkshire sold them. Berkshire sold the bills for $5,000,090.70. If that buyer had instead put their money in a mattress, by April 29 they would have been $90.70 better off, he said. Negative yields on Treasury bills show how tumultuous last year was, Mr. Buffett added. "We may never see that again in our lifetimes," he noted.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Messrs. Buffett and Munger on Math and Theories&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Messrs. Buffett and Munger made clear their complete disdain for the use of higher-order mathematics in finance.&lt;br /&gt;&lt;br /&gt;"There is so much that's false and nutty in modern investing practice and modern investment banking, that if you just reduced the nonsense, that's a goal you should reasonably hope for," Mr. Buffett said. Regarding complex calculations used to value purchases, he said: "If you need to use a computer or a calculator to make the calculation, you shouldn't buy it."&lt;br /&gt;&lt;br /&gt;Said Mr. Munger: "Some of the worst business decisions I've ever seen are those with future projections and discounts back. It seems like the higher mathematics with more false precision should help you, but it doesn't. They teach that in business schools because, well, they've got to do something."&lt;br /&gt;&lt;br /&gt;Mr. Buffett said: "If you stand up in front of a business class and say a bird in the hand is worth two in the bush, you won't get tenure....Higher mathematics my be dangerous and lead you down pathways that are better left untrod."&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Mr. Munger on the Future&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;"As I move close to the edge of death, I find myself getting more cheerful about the economic future," Mr. Munger said.&lt;br /&gt;&lt;br /&gt;Mr. Munger sees "a final breakthrough that solves the main technical problem of man," he continued.&lt;br /&gt;&lt;br /&gt;By harnessing the power of the sun, electrical power will become more available around the world. That will help humans turn sea water into fresh water and eliminate environmental problems, Mr. Munger explained. What will the future look like? Who will be the winners and losers?&lt;br /&gt;&lt;br /&gt;Obviously you could make a lot of money if you guess right.&lt;br /&gt;&lt;br /&gt;It's only six months into the crash, but the stock market is already starting to make some early calls. The market isn't a perfect seer of the future, but it has a pretty good track record. And a few of the calls it's making now are challenging the conventional wisdom.&lt;br /&gt;&lt;br /&gt;IPhone nation lives. Shares in cellular companies tanked when the crisis first hit. Sprint crashed 85%. Apple fell by more than half. The conventional wisdom: Cellular contracts and fancy handhelds are very expensive. Even a $60 a month habit is costing you $720 a year. Desperate consumers would drop these plans, or scale back sharply, as they were forced to slash their household budgets.&lt;br /&gt;&lt;br /&gt;So far? The market's having a dramatic rethink. Shares in cellular companies have jumped about 40%, on average, from their November lows. During that time the rest of the market has gone nowhere. Sprint's doubled from its distressed levels. Apple, Black Berry's Research In Motion, even Palm have risen a long way.&lt;br /&gt;&lt;br /&gt;The reason: Maybe post-crash America won't junk its fancy handhelds after all. "We've learned this recession that wireless has become more of a necessity," says analyst Tim Horan at Oppenheimer. "We haven't seen a lot of people dropping their cellphone service."&lt;br /&gt;&lt;br /&gt;The daily latte may not be toast. Starbucks stock was another early victim of the crash. The shares collapsed. Everyone beat them up last fall, because an expensive latte habit is one of the easiest budget cuts a hard-pressed consumer can make.&lt;br /&gt;&lt;br /&gt;The market's rethinking this one, too. Starbucks stock has now jumped 55% from the lows. Sure, sales and profits are well down. But management is fighting back with cost savings and new initiatives. More than 750,000 people have signed up for Starbucks loyalty cards, triple what the company expected. (And that's a wireless play too: They give you some free WiFi with your beverage.) The coffee shop has become an important part of many people's day. Shares in rival coffee chain Peet's are up about 10% too.&lt;br /&gt;&lt;br /&gt;Dotcoms strike back! Shares in most regular retailers have slumped over the past six months, for obvious reasons. Expect more bricks and mortar stores to close as overstretched consumers retrench.&lt;br /&gt;&lt;br /&gt;But when it comes to online retailers, the story changes. Amazon stock, which tanked initially, has doubled since November. Hype over the Kindle electronic book reader has helped. Online jeweler Blue Nile has also bounced.&lt;br /&gt;&lt;br /&gt;And look at Netflix – its stock just hit a record high, surging over $40 for the first time. The Internet-based movie rental company is one of the big winners of the recession so far, as consumers stay home and order in movies. And it makes sense: A Netflix subscription, typically about $14 a month, is much cheaper than cable.&lt;br /&gt;&lt;br /&gt;Historians note that many of the stocks which did best during the Great Depression were actually so-called "growth" companies, because they were the ones conquering the future. When a hurricane sweeps through a forest it knocks down a lot of the older, weaker trees. The younger ones survive and prosper. However investors were relieved that S&amp;amp;P said it was not considering further credit downgrades for the blue-chip company, the oldest member of the Dow Jones industrials.&lt;br /&gt;&lt;br /&gt;GE stock jumped more than 13 percent, helping drive the Dow back above the 7,000 mark.&lt;br /&gt;&lt;br /&gt;"It's oddly encouraging" that GE maintained a stable rating after its downgrade, said Kim Caughey, equity research analyst at Fort Pitt Capital Group. S&amp;amp;P and other ratings services have been trying to act more aggressively following criticism over the past year for failing to identify risks in subprime mortgage investments, she noted.&lt;br /&gt;&lt;br /&gt;Another big gainer in the Dow was General Motors Corp., which has been borrowing money from the government to stay in business. GM's chief financial officer said the company will not need the $2 billion loan for March it previously requested. GM rose nearly 13 percent.&lt;br /&gt;&lt;br /&gt;In midafternoon trading, the Dow Jones industrials rose 151.01, or 2.2 percent, to 7,081.41.&lt;br /&gt;&lt;br /&gt;Broader stock indicators also rose. The Standard &amp;amp; Poor's 500 index rose 16.58, or 2.3 percent, to 737.94, and the Nasdaq composite index rose 27.26, or 2 percent, to 1,398.90.&lt;br /&gt;&lt;br /&gt;The Russell 2000 index of smaller companies rose 12.62, or 3.5 percent, to 378.92.&lt;br /&gt;&lt;br /&gt;Advancing stocks outnumbered decliners by more than 4 to 1 on the New York Stock Exchange, where volume came to 661.9 million shares.&lt;br /&gt;&lt;br /&gt;The market rose modestly Wednesday after soaring on Tuesday in response to news that Citigroup Inc. was profitable in January and February. It was the market's first two-day advance in more than a month.&lt;br /&gt;&lt;br /&gt;Bank stocks continued to climb Thursday - Citigroup rose 4.5 percent, Wells Fargo &amp;amp; Co. rose 3 percent, Bank of America Corp. rose 9.5 percent, and JPMorgan Chase &amp;amp; Co. rose 6.6 percent.&lt;br /&gt;&lt;br /&gt;Despite those gains, investors are still anxiously awaiting details from Treasury Secretary Timothy Geithner about a plan for dealing with the "toxic" loan-backed assets that are still sitting on banks' books. Geithner spoke at a Senate hearing Thursday but mainly about the federal budget.&lt;br /&gt;&lt;br /&gt;The economic news was mixed but investors focused on a better-than-expected report on retail sales.&lt;br /&gt;&lt;br /&gt;Sales fell 0.1 percent in February, which was far less than less than the 0.5 percent slide economists had predicted. The government also revised January's performance to show a 1.8 percent increase, the biggest rise in three years and stronger than the 1 percent gain that was originally reported.&lt;br /&gt;&lt;br /&gt;But there was some bad news about the economy kept coming on Thursday. First-time claims for unemployment benefits rose last week to 654,000 from 639,000 the week before, more than analysts had expected.&lt;br /&gt;&lt;br /&gt;Investors are also aware that much of this week's rebound can be attributed to technical factors.&lt;br /&gt;The selloff that hurled the stock market to 12-year lows last week was driven largely by short-selling, when a trader bets on a stock falling by selling borrowed shares.&lt;br /&gt;&lt;br /&gt;Traders have now been covering those short bets by buying stocks, after the Securities and Exchange Commission said it was considering reinstating the "Uptick Rule." The rule, eliminated in 2007, aimed at curbing short-selling by only allowing it when a stock edged higher.&lt;br /&gt;&lt;br /&gt;Short-sellers "are having to think long and hard about how they're going to do business going forward," Caughey said. Lately, driving stocks lower through short-selling has "been like shooting fish in a barrel," she said.&lt;br /&gt;&lt;br /&gt;The pharmaceutical industry was driven higher Thursday by more acquisition news.&lt;br /&gt;Switzerland's Roche Holding AG agreed to buy the rest of Genentech Inc. for $46.8 billion, while Gilead Sciences Inc. agreed to buy CV Therapeutics Inc. for $1.4 billion. Earlier this week, drugmakers Merck and Schering-Plough agreed to merge in a $41 billion deal.&lt;br /&gt;&lt;br /&gt;Bond prices fell as stocks rose. The yield on the benchmark 10-year Treasury note fell to 2.85 percent from 2.91 percent.&lt;br /&gt;&lt;br /&gt;The dollar rose against other major currencies. Gold prices also rose.&lt;br /&gt;&lt;br /&gt;Light, sweet crude for April delivery rose $3.07 to $45.40 a barrel on the New York Mercantile Exchange.&lt;br /&gt;&lt;br /&gt;Overseas markets were mixed. Britain's FTSE 100 rose 0.5 percent, Germany's DAX index rose 1.1 percent, and France's CAC-40 rose 0.8 percent.
